TLC Plan summary

    Palmyra District Venturing Teen Leaders Council (TLC) and Model Crews

(Proposal - November 2005)

! District Venturing activities can enhance the use of the Venturing program. These should be planned and led by young men

! The best mechanism for youth activity planning in a district is a Venturing Teen Leaders Council

! "The Teen Leaders' Council is a... district-wide group of Venturing youth officers... [that] plans district-wide Venturing activities... The Teen Leaders' Council opens doors for Venturing. It is critical in any comprehensive plan for strengthening Venturing [italics ours]..."   (Here's Venturing: A Guide to Implementing Venturing in a District and Council, Boy Scouts of America, 2003, p. 57)

! We propose to create a Palmyra District TLC with

    1) Officers, nominated by the district (President, 2 Vice-Presidents, Secretary, Treasurer)

    2) Crew Representatives

    3) Advisors

! The TLC will develop a district Venturing calendar and plan and implement these Venturing activities, with the help of adult consultants.  They may help train and strengthen individual crews, and provide a Venturing presence across this community.

! Participation in district Venturing activities developed by the TLC will be open to all crews in the district.

! The TLC will generally meet monthly at Round Table

    1) Join the entire district scouting family for opening exercises

    2) Meet briefly with the adult Venturing group, then

    3) Hold their TLC meeting, assisted by their advisors

! Crew representatives initially to the TLC will be from "Model Crews"

! A Model Crew is a crew that commits to try to achieve certain goals that relate to having a quality Venturing program:

    1) Adult support: At least two trained advisors and a functioning Venturing committee

    2) Youth leadership: Fully organized and trained, in charge of meetings, activity planning, and crew performance, with representative at TLC

    3) Program: Use of Venturing tools to create and implement annual calendar of Venturing activities; have code and bylaws, crew uniform.

! Working with Stake and Ward leaders, we would like to identify one crew in each stake as a prospective Model Crew

! The district staff will provide extra training and supporting resources for this first group of Venturing Model Crews, to assist them to succeed.  At a later date, other crews may added to the group.
