Duty to God and the Older Boy Scouting Programs

We understand that some Wards and Stakes have abandoned trying to implement BSA's programs for the older Aaronic Priesthood young men, and are operating "Duty to God activity programs" only.  The questions below raise issues concerning the relationship between Duty to God and the older boy Scouting programs. Answers to these questions may help illuminate the importance of using Duty to God together with Varsity and Venturing:

1. Couldn't Duty to God replace the older boy programs, Varsity and Venturing, as the activity arms of the Teachers and Priests quorums? Do the Church leaders approve of this?

2. What benefits are there in operating the BSA-related activity programs, compared to Duty to God alone?

3. What are some ways to "blend Duty to God and Scouting," as instructed by Church leaders, for Teachers/Varsity and Priests/Venturing?
